PSD to PNG saves the flattened image stored in a Photoshop file as a lossless PNG, keeping any transparent areas see-through. It works in your browser, without Photoshop.
When a PSD holds a logo, sticker, icon or product cut-out, the empty space around it matters: you want to drop it on any colour without a white box. PNG keeps that transparency, which JPG cannot, and it also keeps sharp text and edges exactly.
The ag-psd library reads the composite picture that Photoshop saves inside the file and the browser writes it out as a PNG of the same canvas size. Separate layers are not exported individually.

Yes. PNG supports transparency, so areas that are empty in the PSD's merged image stay see-through in the PNG.
No, this tool exports the single merged image. To export layers one by one, open the PSD in Photoshop or the free Photopea editor.
Choose JPG for photo-style designs you will post or email, since the file is much smaller. Choose PNG for logos, text-heavy graphics and anything that needs transparency.
No. The PSD is read on your device by the browser, and the PNG is created there as well.
The PSD likely lacks its composite image. Re-save it in Photoshop with 'Maximize PSD and PSB File Compatibility' set to Always, then try again.
