Compress PDF re-saves your PDF with its internal objects packed into compressed object streams. Images and text are not re-encoded or re-rendered, so quality and selectable text stay exactly the same, but the saving is usually small and scanned PDFs hardly shrink.
Be clear about what this tool does before you rely on it for a portal size limit. It is a lossless clean-up: it rewrites the structure of the PDF (the list of objects and cross-references) in a tighter form. It does not lower image resolution or JPEG quality, which is where most of the size in a scanned document lives.
That makes it safe for documents that must stay sharp and searchable, such as typed reports and forms. Files made by some older software can shrink noticeably; a PDF that is mostly scanned photos will stay close to its original size. The result card tells you the new size and, if it is smaller, by what percentage.

A scanned PDF is mostly page images, and this tool does not touch images. To shrink it a lot, re-scan at a lower resolution (150-200 DPI is usually enough for documents), or make the page images smaller with an image compressor and rebuild the PDF with JPG to PDF.
No. Nothing is re-rendered or re-compressed, so the pages look exactly as before.
Yes. The pages are not converted to pictures, so copying, searching and screen readers keep working.
It can happen with PDFs that were already saved compactly. Simply keep your original file in that case.
